PURPOSE:To prevent the deterioration of reliability of the result of majority decision by taking a high reliability signal to be sent as a block signal compris ing plural bits, sending each block signal N times and allowing the reception side to apply N-bit majority decision for each corresponding bit. CONSTITUTION:A high reliability signal is generated by a signal generating circuit 51, a parity check bit is added and transferred to a shift register 53 in the unit of a word, N words are read consecutively and all of one word is copied to a shift register 54 according to the control of a control circuit 56 and outputted to a signal output terminal 55. The operations above are executed consecutively N times. A signal inputted from a signal input terminal 61 at the reception side is written in each row of a RAM 63 by 8-bit each according to the address commanded by a timing control circuit 62, each column is transferred sequentially to the register 64, the result of majority decision is read from a ROM 65. Since the generation of each error is independent in each signal of N-bit before the majority decision, the reliability of the result of majority decision is not deteriorated.
