PURPOSE:To prevent the generation of a noise bar and a skew in a reproduced picture through the aid of a simple circuit by dividing a memory, storing a varying speed reproduced color video signal, into one or plural memory areas of every portion of the prescribed plural lines of a color video signal, according to the multiple of the travelling speed of a tape at the time of a varying speed reproduction to the travelling speed at the time of a recording. CONSTITUTION:The varying speed reproduced color video signal is written in the memory 34, which has the storage contents of one field portion, at least, of the color video signal, and the noise part of the varying speed reproduced color video signal is substituted by the noiseless effective signal part of the color video signal, read out from the memory 34, and at the same time, the memory 34 is divided into one or plural memory areas of every portion of the prescribed plural lines of the color video signal, according to the multiple of the travelling speed of the tape at the time of the varying speed reproduction to the travelling speed at the time of the recording, and the address of a horizontal synchronizing signal to be stored in respective one or plural memory areas at first, is set to the address, which is distant from the address of a picture frame left edge corresponding part by the prescribed addresses, and at the same time, the phase of a color subcarrier for the horizontal synchronizing signal to be stored in the respective memory area at first, is specified according to the one or plural memory areas.
