PURPOSE:To obviate generation of slackening in a band-shaped body even while said body is stopped by driving a winding shaft and unwinding shaft via a one-way clutch. CONSTITUTION:The winding shaft 1 is connected via the one-way clutch 17 and a clutch brake 18 to a pulley 16 which is driven with a belt by a motor 15. On the other hand, the rewinding shaft 3 is also connected via the one-way clutch 20 and the clutch brake 21 to a pulley 19 which is driven with the belt by a motor 18. Even if the brake is applied on the film F by the actuation of the clutch brake 17 earlier than the clutch brake 20 and tends to slacken at the time of stopping, inertial force acts on the winding shaft 1 and the shaft 1 is in a freely rotatable state as the one-way clutch 17 is disengaged; therefore, the rotation of the shaft 1 is continued. The generation of the slackening in the film F is thereby obviated.
