PURPOSE:To obtain fuel, easy to burn and capable of restraining the generation of soot, NOx or the like, by a method wherein oil-in-water type (O/W type) emulsified fuel is obtained by injecting fuel oil, sent by pressure, into water to mix with the water while the emulsified fuel is injected and atomized by a necessary pressure to burn it. CONSTITUTION:When an oil pump 3 is started, a fuel oil in a fuel tank To is filtrated by a strainer 2 and is injected from an injection nozzle 10 into a mixing tank 9. On the other hand, water is injected into a mixing tank 9 from an injection nozzle 11 by a water pump 7, started simultaneously with the oil pump 3 or delayed with a given timing, through another strainer 6. Thee fuel oil and the water, which are injected and atomized, are mixed in the mixing tank 9 and are emulsified by the effect of surface active agent, whereby O/W type emulsified fuel may be obtained. The O/W type emulsified fuel is mixed further in a second mixing device M2 and is sprayed into a combustion chamber 14 through an injection nozzle 13 by the pressures of the oil pump 3 and the water pump 7. The mixture of the sprayed fuel and air, supplied through an air supplying port 16, is burnt by ignition while causing water gas reaction.
