PURPOSE:To obtain the title catalyst having excellent activity and physical properties by mixing a slurry contg. an Sb compd., a multivalent metal compd., silica sol, etc., with a Te-contg. soln. obtained by oxidizing metallic Te with hydrogen peroxide in the coexistence of a V oxide, etc., and drying and baking the obtained product. CONSTITUTION:(i) A slurry contg. a silica carrier material selected from the mixtures of an Sb compd., a multivalent metal compd. (e.g., copper sulfate) and silica sol or silica sol and white carbon, fumed silica, or silica hydrogel is prepared, and the slurry is heated at <=7pH and >=40 deg.C to prepare a heat- treated slurry. (ii) Metallic Te is oxidized with hydrogen peroxide in the coexistance of the oxide of at least one kind of metal selected from a group of V, Mo, and W, an oxyacid, or an oxyacid salt to prepare a Te-contg. soln. The components (i) and (ii) are mixed, then dried, and baked. As a result, the title catalyst having excellent activity and physical properties can be produced with good reproducibility.
