PURPOSE:To efficiently send many bits of information in a short time by using a polling transmission channel as a random access transmission channel when no polling transmission is executed. CONSTITUTION:Central controllers 5, 8 and a terminal equipment 30 are connected in bidirectional communication enable and the random access transmission and the polling transmission are applied to the transmission of the controllers 5, 8 from the equipment 30. In this case, when no polling transmission is executed, the polling transmission channel is used as the random access transmission channel. Thus, since the polling transmission channel (carrier f2) is used in addition to the substantial random access transmission channel (carrier f1), the number of channels for random access transmission is increased and lots of information is sent in a short time.
