PURPOSE:To enable a proper engine speed to be automatically set in accordance with a change of load, by generating a mimic signal of an external load of an engine on the basis of an engine speed or the like and forming an engine speed preset value and a rack opening automatic preset value on the basis of this mimic signal. CONSTITUTION:If a voltage signal, in accordance with control of an accelerator lever 1, is output from a displacement-voltage converter 2, collating this signal with an engine speed preset value signal, the lower one of the signals is selected by a low signal selector circuit 10 as the engine speed preset signal. Then performing PID calculation in a PID controller 3 for a deviation of said engine speed preset signal from the detection signal of an engine speed detector 6, the arithmetic result and a rack turn preset value signal are added in an adder 11 being fed to a fuel pump rack driving gear 4 as the rack opening assigning signal. Here on the basis of the rack opening and the engine speed, a mimic signal corresponding to an external load is generated in an external load mimic signal generator 13, and on the basis of this mimic signal, a rack opening preset value and an engine speed preset value are formed in each automatic setter 15, 14.
