PURPOSE:To perform multipurpose inspection quantitatively an automatically by providing a stopper which locks the rotation of a drum mechanically at an origin and an encoder which is coupled with the drum and measures the quantity of rotation of the drum. CONSTITUTION:When a cord 6 is taken up, a reversible motor 14 rotates forward with constant torque and the drum 9 also rotates forward through a powder clutch 16, thereby deciding a conforming article when the counted quantity of an encoder 19 within a certain time is equal to N0 or nonconforming article or incomplete winding when the N is smaller than N0. The reversible motor 14 is freed after the completion of taking-up operation; when the counted quantity N at the time is smaller than N<1>, a lock is made to decide a conforming article, but when the quantity is larger than N1, a nonconforming article is decided. Even when the unlock button of a cord reel unit 5 is reset by a 3rd cylinder 13 to rewound the cord 6, a decision is made by using the counted quantity N.
