PURPOSE:To make a long-term use possible by providing a covered-tube mounting hole in a frame with a top-pressing circular surface which enables the top face of an engaging claw to be guided in a guide groove for engagement, and also with a swinging stopper section for the covered tube. CONSTITUTION:A covered tube 11 having a tip hose section which is connected by means of a packing 7 and a guide groove 9 to a water inlet pipe 6 interconnected with a winding hose, is mounted on a mounting hole 14 in a frame 12. On the inside of the mounting hole 14 is provided a top-pressing circular surface 18 which enables the top face 17 of an engaging claw 15, which is penetrated into a through hole 16 in the covered tube 11 and engaged with the guide groove 9, to be guided in the guide groove 9 for engagement along with the swinging movement of the covered tube 11, and at the same time, there is provided a swinging stopper section 19 for the mounted covered tube 11. Thereby, even if a high water pressure is applied to the inside to the water inlet pipe 6, the engaging claw 15 is engaged with the guide groove 9 so that the frame 12 cannot be deformed or damaged, and it can stand a long-term use. In addition, the engagement between the engaging claw 15 and the guide groove 9 can easily be performed by causing the covered tube to make a swinging movement, and further, the device is simple in construction and there is no possibility of breakdown.
