PURPOSE:To attain remote control by sending a transmission wave in a way of scanning, receiving a reflected wave and detecting a change to the transmission wave so as to control the device to be controlled in response to the detected output thereby having only to waving a hand without operating the controller. CONSTITUTION:An output of an oscillation circuit 16 is fed to light emitting elements 19, 20 via drive circuits 17, 18 and the transmission wave is sent in air as an intensity signal of an infrared ray. The elements 19, 20 are scanned vertically and horizontally mechanically by the output of a scanning oscillation circuit 21. In waving a finger in a direction in crossing with the advancing direction of the sent wave, the reflected wave of the transmission wave is AM modulated and the transmission frequency fT is deviated by the Doppler effect. The reflected wave is received by photodetectors 14, 15, the optical signal is converted into an electric signal, its frequency fR is detected by detection circuits 12, 13 to detect a Doppler shift frequency. In processing and decoding the signal, a channel up or down signal 5a or 5b or a sound volume up or down signal 5c or 5d is obtained.
