PURPOSE:To obtain a lightweight snow melting agent having easy transportation, handleability and scattering properties, showing black, having effects as a fertilizer, harmless to human, domestic animals and agricultural products, by pulverizing a woody raw material by expansion. CONSTITUTION:A woody raw material consisting of bark, grass, leaves of tree, pruning waste of branch, wood chips, sawdust, etc., is treated at high temperature under high steam pressure (e.g. 220 deg.C under 28kg/cm<2>). After a fixed time (e.g. after 5min), steam pressure is released, water and air in the woody raw material is abruptly expanded and ground to give a black finely granulated snow melting agent.
