PURPOSE:To stabilize the deaerating and reducing process of a raw material for a long hour and ensure an easy machine operation therefor without any use of a filtrating material and the like by providing a valve shutting off communication with a decompression device and a valve for introducing the outside air. CONSTITUTION:A raw material is thrown into a feed tank 2a from a hopper 1a via a damper 5a. In this case, dampers 6a and 7a, and a valve 9a are in a closed condition, and a valve 8a is opened, thereby enabling a decompression device 4a to reduce the pressure of a deaerating tank 3a to the predetermined vacuum pressure. Then, after the valve 8a and the damper 5a have been closed, the damper 6a is opened and the raw material is dropped from the feed tank 2a to the deaerating tank 3a. In the predetermined time, the valve 9a is opened and pressure in the deaerating tank 3a is restored instantaneously to an atmospheric pressure level. Then, the raw material is deaerated and the volume thereof is reduced. Thereafter, the damper 7a is opened and a screw 109 is turned, thereby discharging the reduced raw material outside.
