PURPOSE:To change the rotating speed of a pulley arm by utilizing the tension of an optical fiber cable according to the number of the winding layers of the optical fiber cable and to smooth winding and unwinding by executing driving of the pulley arm independently by a constant torque type motor. CONSTITUTION:A drum driving motor 6 of a two-barrel type contactless cable connector having barrels 12 and 13 is operated to rotate the drum 11, by which the winding and unwinding of the tether cable 2 are executed. The barrel 12 rotates as the drum 11 rotates a this time. The arm 10 receives the energization of the constant torque type motor 7 according to said rotation and rotates in the same direction, thereby successively transferring the optical fiber cable 4. The rotation of the arm 10 is controlled by a rotation control mechanism energized by the constant torque type motor 7 by which the rotating speed is automatically regulated to nearly r1/(r1+r2) times the speed of the drum 11. The rotating speed of the arm 10 is thus automatically regulated to prevent an increase in the tension of the cable 4 when the number of the layers increases on progression of winding of the cable 4.
