PURPOSE:To make small the load of a terminal side by executing sequentially the pass of a transmitting right to plural terminals with the polling from a center and communicating mutually on one communication channel between two terminals or a terminal and the center. CONSTITUTION:A center 10 is connected to plural terminals 12a-12n and when the mutual communication between these two terminals or the center and a terminal is executed, the pass of a transmitting right is sequentially executed by the polling from the center 10. First, when the transmitting right is given to a terminal A by the polling from the center 10, the terminal A transmits the data, and when transmission is completed, a completion code is sent from the terminal A to the center 10. Next, when a polling format for a transmitting right pass is sent to a terminal 12b by the center 10, the terminal 12b has the transmitting right and the data are sent by the same communication channel as the terminal 12a. Thus, the control of an abnormal processing, etc., can be executed unitary with the center and the use efficiency of a communication channel can be improved.
