PURPOSE:To absorb the difference from frame structure between networks and the transmission speed by converting a low speed line speed into a reference transmission speed, applying speed conversion to s trunk transmission line of a network of different constitution speed and commanding an optional time slot so as to apply exchange control. CONSTITUTION:An inter-network coupling termination section 99 has a multi- frame control circuit 101, a primary channel memory 103 and a speed conversion buffer 104 or the like. Thus, the information is sent by connecting a low speed line of 64kb/s or below to the line of 64kb/s and the line of the transmission speed of 64kb/sXn between networks. That is, the speed conversion is applied for the data from the low or high speed from the 64kb/s for example to be connected to the network taking the 64kb/s reference time slot. Using a part of the time slot as a common signal line to send the line information, the line speed and the time slot address are subjected to set change and supervision freely between networks.
