PURPOSE:To improve processing speed by sequentially setting a matching level minute by means of hierarchization pattern matching. CONSTITUTION:An input picture which has been transmitted from a picture input for identification part is supplied to a spatial normalization processing part 21. Said part 21 normalizes the input picture in a specified size and position, and supplies the normalized picture to a luminance normalization processing part 22. Said part 22 seeks the maximum value and the minimum value of the luminance of an object picture, normalizes them so that they are set within a previously specified range, and supplies them to a blocking processing part 23. Said part 23 seeks the average luminance of an area consisting of a (k)X(k) picture, for example, gives the average luminance to the area, and sets it to be one block. An input block picture which have been made into block is supplied to a matching processing part 24. Said part 24 compares respective blocks of the input picture and the corresponding blocks 25 of a reference block picture, decides the similarity of the picture, stops the reference picture, executes the blocking processing more precisely, and sequentially repeats the operation of deciding the similarity of both pictures for identification.
