PURPOSE:To prevent a transfer failure and an uneven transfer of a developer by forming plural developer images, and thereafter, equalizing the potential of the developer image by a potential equalizing means before transferring simultaneously the developer image to a non-transfer material by a transfer means. CONSTITUTION:From a second exposing device 22, an electrostatic latent image to form blue is formed by radiating the second laser bean. A toner image to which a blue toner has adhered raises the potential of a well of the second potential to the vicinity of about 800V by a second corona charger 26 being a potential equalizing means. Accordingly, in the surface potential of a photosensitive drum1 12, the potential of a part to which a black toner has adhered and the potential of a part to which a blue toner has adhered go to roughly equal. After the potential of a first color toner and a second color toner image is equalized, two kinds of toners of the first color toner and the second color toner are transferred simultaneously to a form which is carried thereto, in a transfer device 28. In such a way, a transfer failure and an uneven transfer can be prevented.
