PURPOSE:To quicken measurement by deciding the propriety of measurement depending on the result of comparison between a jitter detection output and a reference value. CONSTITUTION:A synchronizing signal included in a video signal reproduced from a VTR is detected (31) and the synchronizing signal is fed to a PLL circuit 32 to generate a signal locked in terms of phase. Then the jitter included in an output signal of the PLL circuit 32 is detected by means 35-38, the detected outputs and the reference value are compared by means 43-46 to decide the propriety of the measurement depending on the level of comparison output. Thus, the entire measurement time including decision time is quickened.
