PURPOSE:To obtain a rapid and stable starting characteristic by detecting the first change in the negative direction of the rate of change of the rotating speed of a stem turbine at the time of starting, starting a ramp signal including a bias, and correcting said bias to the optimum value corresponding to the pressure of a seam source. CONSTITUTION:At the time of isolating a nuclear reactor, a cooling system is formed by directly connecting an oil pump 15 which feeds a control oil for controlling a governing valve 7 and a water feed pump 14 for feeding a cooling water to a steam source, to a steam turbine 9 which is driven by steam fed via the governing valve 7. And, the steam turbine 9 is controlled in its speed according to a defined ramp function so that the flow rate of the water feed pump 14 becomes a defined value, by a starting command. In this case, a speed control start command by the ramp function at the time of starting is outputted from a comparator 42 at the time of detecting the negative direction of the rate of change of the steam turbine rotating speed. Also, the initial value of the ramp function at the time of starting speed control can be corrected in accordance with the pressure of the steam source at the time of starting by a computing element 34.
