PURPOSE:To aim at securing running property and prevention of adherence of carbon to a shutter valve, etc., by providing an auxiliary throttle valve and the shutter valve in a bypass which goes round a main throttle valve to control the shutter valve to be opened in a trouble of a main throttle valve control system and in a running time of much intake air amount. CONSTITUTION:A main throttle valve 10 is provided in an intake passage 8 and also a fuel injection valve 11 is equipped near an intake port 4. And a bypass 14 which goes round the main throttle valve 10 is provided as a safety device in case of a trouble in the control system of the main throttle valve 10 and an auxiliary-throttle valve 17 connected to an acceleration pedal 15 through a cable 16, etc., and a shutter valve 18 driven by an actuation 19 are provided in the bypass 14. This shutter valve 18 is controlled by a control unit 12 to be usually closed and to be opened in case of any trouble in the control system of the main throttle valve 10 and meanwhile, it is also opened when specific running time of much intake air amount is detected.
