PURPOSE:To improve the performance of a gas turbine at the time of a steady operation and prevent surging at the time of sudden acceleration by providing a means of comparing the indicated value of a fuel flow rate with a limit fuel flow rate value and outputting the smaller one of the two, and the like. CONSTITUTION:In a two-shaft gas turbine having a heat exchanger 5 and a variable nozzle 10, an air side outlet temp. detector 30 is provided for the heat exchanger 5, an angle detector 31 is provided for the variable nozzle 10, and inlet pressure and inlet temp. detectors 32, 33 are provided for a compressor 1. And, a device 34 operates the leak-rate while a device 35 operates the limit fuel flow rate value, for the heat exchanger 5. Also, a device 36 compares the indicated value of a fuel flow rate which is outputted from a controller 18 with the indicated value of the limit fuel flow rate and outputs the smaller one of the two. And, a driving device 8 is operated via a converter 21 based on the output of the device 36, to control a fuel regulating valve 7.
