PURPOSE:To stabilize flocculation by obtaining the floc particle diameter distribution from the image information on the flocs at the plural points in a settling pond to detect the flocculating condition, and controlling the injection quantity of a flocculant while directly judging the efficiency of flocculation. CONSTITUTION:In the raw water treating system providing a flocculant injecting means 22, a flocculating pond 30, and a floc settling pond 40, the floc particle diameter distribution is obtained from the luminance information on the floc image photographed at the plural points in the settling pond 40, the flocculating condition is detected therefrom, and the injection quantity of a flocculant is controlled based on the condition. By this method, the efficiency of flocculation in the settling pond, which has not been completely obtained by the detection at one point, can be directly judged, the injection quantity of the flocculant can be controlled, and flocculation is stabilized.
