PURPOSE:To obtain the title resin which can well disperse fine magnetic particles therein, by copolymerizing vinyl chloride with a vinyl carboxylate and a specified phosphate monomer and saponifying the copolymer. CONSTITUTION:A starting resin is obtained by copolymerizing vinyl chloride with a vinyl carboxylate (e.g., vinyl acetate) and a phosphate monomer of formula I (wherein R1 is -H or -CH3, R2 is any one of formulas II-IV and R3 is an 8C or lower alkyl or phenyl) by heating in a solvent in the presence of a polymerization initiator (e.g., benzoyl peroxide). This resin is saponified in the presence of an alcohol by using hydrochloric acid as a catalyst to obtain the title resin of an average degree of polymerization of 100-900, comprising 60-97mol.% vinyl chloride, 3-25mol.% vinyl alcohol, 0.001-2mol.% phosphate and the vinyl carboxylate. This resin is mixed with a solvent and a magnetic powder to obtain a magnetic paint.
