PURPOSE:To assign terminal designation with less error by providing a designating means to designate an opposite designation or its own terminal equipment and a means notifying the fact of terminal designation from the destination means to the network side of a communication line. CONSTITUTION:When a LAPD control section 6 in a terminal equipment 1 discriminates the assignment of an identifier (TE1), a 'MDL-ASSIGN-REQ' being a primitive between a data link layer and a management entity is informed to a TEI management section 3 in the terminal equipment 1 and a TEI assignment control section 5 in the TEI management section 3 receiving it sends UI frame having a message type of ID request to the network side through a demultiplexer 7. The TEI assign control section 5 in the network device 2 receiving the UI frame selects and verifies the TEI value and when it is judged that the TEI is able to be assigned, a UI frame having a message kind assigned to the ID is sent the terminal equipment side through a multiplexer/demultiplexer 7.
