PURPOSE:To wind a coil at the ascent time and descent time of a dancer pulley by providing an appropriate coil ring control means in the coil manufacturing device applying back tension on a coil element wire by using a dancer pulley. CONSTITUTION:When a dancer pulley 4 is located at lower limit position, the motion of the feeding mechanism of a coil element wire 2 is stopped to wind the coil element wire delivered from a nozzle 6 on a core metal 8 and to control the movement of the nozzle at a 1st speed as well. At the time when the dancer pulley is located at upper limit position the feeding mechanism of the coil element wire is worked to control the nozzle at the 2nd speed quicker than the 1st speed as well. When the dancer pulley is ascended a big tension is applied, hence, the coil pitch to be wound is comparatively small. At the descending time it is vice versa. In the case of coil cutting the coil wound at the ascent time is spread at its coil pitch and the coil wound at descent time is not spread so much due to small back tension. The coil pitch at the time when both coils are cut becomes about equal.
