PURPOSE:To get hot water at a prescribed high temperature without any auxiliary burner, by controlling a governor by a set rotational speed changing means of a governor, when a temperature drop in hot water or steam is detected, so as to run an internal combustion engine at a high rotational speed. CONSTITUTION:An internal combustion engine 11 which drives a generator 12 is cooled by a cooling water coming form a cooling pump 21, and the cooling water 22 heated up to a high temperature is cooled by heat exchange with cold water 41 through a heat exchanger 23. The high temperature water coming out from the heat exchanger 23 is further heated by the exhaust gas of the internal combustion engine 11 through a heater 61, and this high temperature hot water or steam is utilized through a heat accumulator 44. In this case, when the used amount of high temperature water 45 is increased and the internal temperature of the heat accumulator 44 drops this status is detected by a temperature sensor 47, and a rotational speed setting signal 63 is outputted from a controller 54 to a governor 62 and R.P.M. of the internal combustion engine 11 is increased. By this process, an output of generator 12 is raised up and a sufficient transmission amount of electricity to an electric heater 46 which heats up the heat accumurater 44 is secured.
