PURPOSE:To prevent an unrequired toll number from being sent to a telephone line as a dial signal if it is inputted by storing toll numbers of a subscriber zone to which a caller belongs in advance in a storage means. CONSTITUTION:A memory 16a as a storage means is built in a control CPU 16. Toll numbers of a subscriber zone to which a caller belongs is stored in advance in the memory 16a by the combined operation of a dial key 4 and an enter key 6. In making a call, a comparison means CM in the control CPU 16 compares the toll number in the input telephone number from a dial key 4 or a bar code reader 7 with the toll number in the memory 16a and when the result of comparison shows coincidence, a call control means SC in the control CPU 16 sends a control signal to block the sending of a dial signal corresponding to the toll number from a dial signal output section 19A.
