PURPOSE:To drive plural actuators without vitiating their complex operating ability by making the openings of plural electromagnetic valves leading to hydraulic actuators smaller in response to a decrease in the discharge flow of a hydraulic pump. CONSTITUTION:A controller 13 controls a swash plate angle through a swash plate angle operating mechanism 3 based on command engine speed, real engine speed and a detection signal from a pressure detecting unit 12 as the absorbing torque of a hydraulic pump 2 matches with the output torque of an engine 1. When the discharge flow of the hydraulic pump 2 is insufficient, the openings of electromagnetic valves 5, 7 which are controlled by command signals from operating levers 9, 10, is made smaller to match the a discharge flow. Accordingly, plural hydraulic actuators can be driven without vitiating their complex operating ability.
