An activator in accordance with the invention is characterised by a mixture, by weight, of 15 to 52 % of gypsum, of 5 to 20 % of lime and of 33 to 80 % of a so-called special slag of highly basic nature, comprising especially either at least 45 % of lime and sodium oxide or more than 50 % of lime in the presence of calcium fluoride up to approximately 15 %. The activator is incorporated especially in slag-sands employed for road construction. <IMAGE>
