PURPOSE:To reduce relief loss by selecting a cut-off characteristic with a high cut-off pressure when more than two hydraulic actuators are in operation so as to cut off the discharge of a hydraulic pump. CONSTITUTION:When a hydraulic motor 7 is in operation, a cut-off characteristic is selected based on the control characteristic stored in a memory 24. In addition, when more than two are in operation among the hydraulic motor 7, a hydraulic motor 8 and a hydraulic cylinder 9, the cut-off characteristic of a high cut-off pressure is selected so as to cut off the discharge of a hydraulic pump 1. Accordingly remarkably abatement effect of relief loss can be secured with respect to an actuator with the highest relief set pressure.
