PURPOSE:To obtain an economical ground-improving construction, by fitting sheet members mounted on soft ground, on the upper ends of a plurality of vertical earth anchor units erected with the lower ends fixed at the lower layer of hard ground, and by pressure-energizing the sheet members. CONSTITUTION:The lower ends of a plurality of vertical earth anchor units 4, 4 are fixed at the hard ground 3 of the lower layer of soft ground 2, and the anchor units are erected. After that, in the soft ground 2, at intervals, vertical drain columns 5, 5 are arranged and a permeable layer 6 is formed on the soft ground 2. After that, on the permeable layer 6, sheet members 1 are mounted, and the head sections of the vertical earth anchor units 4, 4 are penetrated through.
