PURPOSE:To make a dedicated subscriber transmission system unnecessary, by aggregating test functions in a testing device by a switch, and measuring the bit error rate of a subscriber line in communicating by using a vacant channel in busy. CONSTITUTION:When a customer device Ti targeted to be tested is set at a state in busy by outgoing or incoming, a central processor 4 issues instruction to return a sub channel to the customer device Ti to a switch 2, and also, closes a path between the sub channel of the customer device Ti and a pattern generator PGi and a pattern detector PCi in the testing device 3 decided in advance, and applies start up operations on the pattern generator PGi and the pattern detector PCi. The pattern detector PCi compares the data sent from the pattern generator PGi with a returned data, and calculates the number of times of a bit error. In such a way, it is possible to recognize the bit error rate on the subscriber line.
