PURPOSE:To shorten a time required for transmitting multiple color picture information by completely accumulating received picture information in an accumulating means at the time of receiving the multiple color picture information and recording and outputting the multiple color picture information accumulated in the accumulating means after the receiving is completed. CONSTITUTION:When a receiver receives two color picture information, a substitute receiving function for directly accumulating the received picture information in a picture memory 6 is used. When a transmission is completed, a message completing signal EOM is transmitted. Thereby, the transmission of the picture information is completed. When a receiving is completed, the two color picture information accumulated in the picture memory 6 is decoded to an original picture signal by an encoding and decoding part 9, thereafter, recorded and outputted from a two color plotter 4. Therefore, a time required at the time of transmitting the two color picture information can be made an extremely short time in comparison with the conventional device.
