PURPOSE:To constitute a communication network prevented from increasing the size of hardware even if the number of terminal offices is increased by allowing a master office to select two slave offices based on transmission requests from respective slave offices and allowing the selected slave offices to execute communication by relaying the master office. CONSTITUTION:After collecting transmission requests from all slave offices 2.1-2.n, the master office 1 returns transmission enable responses to two slave offices to be communicated. Consequently, the selected slave offices edit transmission data inputted from terminals in the self-offices as frames in respective transmission processing parts 13, output the frames, close respective switching parts 15, and send the frames to an UP channel 3. The master office opens a switching part 9, closes a switching part 10 and transmits the data in the channel 3 to a DOWN channel 4 as they are. The transmission data are received by reception processing pats 11 in the communicated slave offices and sent to the terminals of the slave offices themselves through respective switching parts 14 as inter-office data 16.
