PURPOSE:To continuously perform highly accurate measurement undergo no error without performing change-over operation, by immersing a part of an aeration column in water to be inspected to make the immersion ratio thereof constant. CONSTITUTION:An outflow port 1a is provided to one end of an aeration column 1 on the upper side thereof and the lower side of said column 1 is bent and an inflow port 1b is provided to the other end of the column 1. A float 2 is mounted to the arbitrary position of the aeration column 1 and immersed in a specimen water tank along with the aeration column 1; at this time, the head of the aeration column 1, that is, the immersion ratio of the aeration column 1 is always kept constant even at the time when the water level of the specimen water tank varies. The air blown in by an air pump 3 aerates the specimen water in the aeration column 1 and the sampling of the specimen water corresponding to the immersion ratio and the air flow rate of the aeration column 1 is performed and an oxygen utilizing speed (r) value is measured as a sample inflow amount.
