PURPOSE:To prepare a fuel additive which has a high Al content, excellent miscibility with a fuel oil, and low viscosity, by heating a water suspension of a hydroxide of Al, adding a particular O/W emulsion thereto to agglomerate the particles contained in the suspension. CONSTITUTION:At least one adsorbent material selected from among naphthenic acid, tall oil fatty acid, petroleum sulfonic acid, and (un)satd. fatty acid is mixed with an oleagious nonpolar solvent (e.g., kerosene) at a mixing ratio of 1:0.3-2, and water and ammonia are added thereto, thereby preparing an O/W emulsion having a pH value of 7-9. Aqueous ammonia is added to an aqueous soln. of a water-soluble salt of Al (e.g., AlCl3) to adjust the pH value of the aq. soln. to 6-9. The formed water suspension of a hydroxide of Al is heated to 80-95 deg.C, and the above emulsion is added thereto, thereby agglomerating the particles contained in the suspension. The agglomerates are collected by filtration, washed with water, dehydrated, and dried.
