PURPOSE:To ensure the safe process control by giving an inhibiting instruction to a parameter arithmetic means for the tuning operation when no vibration is observed with a current waveform and the vibrations are observed with the preceding waveform. CONSTITUTION:An arithmetic instruction means 6 decides whether or not the characteristics of a process or the disturbance have a change from the observation results of the current and preceding waveforms received from a waveform observing means 3. When the current waveform has no vibrations and the preceding one has vibrations, the change of the process characteristics or the disturbance is decided and an inhibiting instruction is given to a parameter arithmetic means 5 for the tuning operation. Then a PI control means 2 gives the PI control to the PI constant which is set in the preceding time and outputs such a manipulated variable MV that can secure the safety. In such a way, the safe process control is always ensured.
