PURPOSE:To enable only a person who has a magnetic card to easily use a communication terminal equipment installed in an environment in and from which many and unspecific persons enter and exit by giving discriminating codes to the respective storage parts of the specified communication terminal equipment and a storage medium, and providing the communication terminal equipment with a call frequency storage part. CONSTITUTION:A caller discriminating code table for (n) subscribers is prepared in the storage part 206 of the communication terminal equipment as shown in a figure. In the case of origination from the communication terminal equipment by a magnetic card, a magnetic card read part 207 reads the caller discriminating code out of the magnetic card and collates with the contents of the caller discriminating code table 301 generated in the storage device 206. Then when the code is found in the caller discriminating code table 301 as the result of the collation, a control part 205 controls origination control 204 and enables the communication terminal equipment to originate. Further, a used call frequency is subtracted successively from a call control frequency set in the caller discriminating table 301 corresponding to the caller discriminating code to perform call charge management.
