CONSTITUTION:High heat by using local heating means 5 of plasma or laser irradiation, or arc discharge, etc., providing cooling means 6 by gaseous Ar, etc., arranging in parallel with a bar 1b used as the shaft 1, is locally projected on the surface of the bar 1b. And, the bar 1b is relatively rotated to the heating means 5 toward the direction of the arrow mark A and at the same time, it is relatively shifted toward the arrow mark B, and the shaft 1, in which the striped parts 2, 3 having different magnetic property to the surroundings 4 are formed in the irradiation part, is produced.
