PURPOSE:To quickly and easily open or close a gate according to the changes in water level by a method in which a louver-structured gate unit is set with a necessary number according to water depth in a water channel, and the gate is operated according to the purposes. CONSTITUTION:A gate unit in which the upstream side of gates 1 fixed at an equal interval to given positions in a water channel by horizontally fixed shafts 2 is set in a necessary number according to water depth, and a drive shaft 3 is connected to a driver 6. When the gate 1 is closed, the driver 6 is operated and the shaft 3 is lowered. Whereupon, the gates 1 turn around shafts 2. The gates 1 become a vertical state and lapped with each other and with the bottom 5 of water channel, and the lapped portion and the side wall of the channel are sealed up by sealing members, permitting the water channel to be closed.
