PURPOSE:To obtain a surface coating agent suitable for mutually bonding concrete, wood, etc., or reinforcing material surfaces, etc., by blending a specific composite polymer emulsion with a main agent consisting essentially of silicon oxide, calcium oxide, etc. CONSTITUTION:The aimed coating agent obtained by blending (A) a composite polymer emulsion consisting essentially of (i) carboxy-modified styrene butadiene and (ii) cyclohexyl methacrylate with (B) a main agent consisting essentially of (iii) silicon oxide, (iv) calcium oxide, (v) iron oxide and (vi) fly ash.
