PURPOSE:To obtain the titled novel component giving a polymer having high stereoregularity and extremely low residual catalyst content owing to remarkably high catalytic activity, by contacting a co-crushed product having a specific composition with TiCl4 in the presence of an aromatic hydrocarbon which is liquid at normal temperature. CONSTITUTION:(A) A substance produced by reacting metallic Mg powder with >=2 times mol. of an alkyl monohalide in the presence of iodine and in the absence of solvent, (B) a phthalic acid diester, (C) titanium tetrachloride and (D) a magnesium dialkoxide are co-crushed at a low temperature (preferably <=0 deg.C). The objective component can be produced by contacting the co-crushed product with the component C in the presence of (E) an aromatic (halogenated) hydrocarbon which is liquid at normal temperature. The alkyl monohalide used as a production raw material for the component A is preferably hexyl chloride, etc.
