PURPOSE:To obtain a plant growth promoter not only promoting growth of ground part of plant but also extremely useful as a rooting promoter in seed and seedling production technology by cell fusion and tissue culture, comprising an extract of Euglena cell with water as an active ingredient. CONSTITUTION:A raw material Euglena cell, e.g. euglenoid such as Euglena gracilis, etc., wild strain living in rivers, lakes, marshes, etc., variants thereof, belonging to the genus Euglena is extracted with a solvent (e.g. distilled water, ion exchange water or city water) at pH0.1-10 at 0-120 deg.C under standing or while stirring and an extract with water is obtained to give a plant growth promoter comprising the extract as active ingredient. The plant growth promoter can be applied to all plants such as grains, vegetables, flowering plants, fruit trees, trees is mountains and forests, etc. When the plant growth regulator in soil having extremely reduced soil fertility by using a large amount of soil conditioning material, high yield is obtained while reducing times of overhead flooding.
