PURPOSE:To display still picture by outputting a picture signal from a first memory means which stores the output signal of a processing circuit and a video signal from a second memory means which is serially connected with the first memory means and freezing a picture. CONSTITUTION:A mask sequential system processing circuit 102 which processes the output signal of an image pickup means such as a solid image pickup element 101 by a mask sequential system into the video signal, the first memory means such as an R, G, B frame memory 103 which stores this output signal and the second memory means such as a frieze memory 107 which is serially connected with the first memory means through a D/A convertor 104, a matrix circuit 106 and an A/D convertor 106 are provided with a video signal processing device. Even when the still picture is displayed by the picture signal from a second output means by freezing the picture with the aid of the second memory means, the static image which is different from an animation or the still picture in the course of freezing can be displayed by the image signal from a first output means.
