PURPOSE:To prevent a cable from troubles such as torsion with simple constitution by making a pulley for the cable follow and turn with half speed of turning speed in the same direction as the turning one. CONSTITUTION:When a turning section 7 turns about a turning shaft 2, a cable 16 is taken up around a cable winding drum 8B and a pulley 14 for cable is turned about the turning shaft 2 by a component of force perpendicular to an arm 10 in the same direction as the turning one with a half turning speed. Thus, a rope winding drum 9B at the base end of arm 10 is also rotated with a half speed. On the other hand, since a pulley 15 for rope is turned together with the turning section 7, a rope 17 is unwound from a rope winding drum 9B, while being taken up around a fixed side portion rope winding drum 9A having the outer diameter equal to a half diameter of the drum 9B by the same amount as the unwound one. Thus, since the cable 16 is moved between said drum 8B and a fixed side portion cable winding drum 8A under the tension balancing with the rope tension, the cable is prevented from torsion or the like.
