PURPOSE:To avoid such an accident beforehand as a load not operated in case of emergency by providing a current detecting device which detects a current while trickle charging is being conducted and a controller which cuts off a charging circuit when the value of that current exceeds a prescribed one. CONSTITUTION:An enclosed type lead storage cell 3 is always in the state of charging by a trickle charger 2. On the other hand, recovery charging should be conducted after the enclosed type lead storage cell 3 is connected to a load 4 is case of emergency.
