PURPOSE:To omit the clutch operations carried out before and after a speed regulating operation by connecting a clutch actuating plate and a speed regulation actuating plate via a rotation control mechanism and a restoration mechanism. CONSTITUTION:When a clutch actuating plate 7 is turned with operation of a control lever 6, a roller 10 is pushed up to a projection part 4 from a recess part 3 of the plate 7. Then, a clutch is set at the OFF side via a support pin 17, a clutch actuating arm 11 and clutch rod 24. Then, an actuating pin 19 abuts with the end part of an oblong hole 20 to turn a speed regulation actuating plate. Thus, a speed regulation mechanism is actuated via a speed regulation rod 23. The plate 5 is put into a lock recess part 29 of a lock ball 26 and locked there. The plate 7 is restored with rotation by a pressing part 21 of a restoring spring 22 so that the part 3 is set at the position of a recess part 3 of the plate 5. Then the roller 10 is put into both parts 3 with the clutch set at the ON side.
