PURPOSE:To simplify the control of the administration of utilizing a transmission buffer and to simplify the constitution of the titled device without lowering a utilization efficiency by dividing the transmission buffer area into the transmission buffers whose plural surfaces, the sizes of which are one-integer number of the maximum size of transmitted data, are fixed. CONSTITUTION:The transmission buffer area 5 is divided into the transmission buffers 6 whose plural surfaces, the sizes of which are one-integer number of the maximum size of the transmitted data, are fixed. The titled device has an administration information storage means 7 for storing the information for administrating the utilization of the transmission buffers 6 of the respective surfaces, a surface number decision means 8 for deciding the necessary number of the surfaces of the transmission buffers from the size of the transmitted data and an assignment control means 9 for assigning the continuous idle transmission buffer 6 of the number of the surfaces which are decided by the surface number decision means 8 to the transmitted data by referring the stored information of the administration information storage means 7 so as to update the stored information of the administration information storage means 7. Thus, the control of the administration of utilizing the transmission buffer can be simplified and the constitution of the transmission buffer administration device can be simplified, with attaining the very high utilization efficiency of the transmission buffer.
