PURPOSE:To prevent a first stop collar having a cylindrical portion for retaining an outer periphery of a snap ring from being disengaged from the snap ring, by inserting a second stop collar into an inner periphery at a front end portion of the first stop collar. CONSTITUTION:A first stop collar 12 is formed with a cylindrical portion 12a having an inner curved peripheral surface 12c for retaining a snap ring 11, so as to suppress a radially outward displacement of the snap ring 11 due to a centrifugal force to be generated upon rotation of an output shaft 4 and also prevent axial vibration of the snap ring 11 in association with engine vibration. A second stop collar 13 is inserted into an inner periphery at a front end portion of the cylindrical portion 12a of the first stop collar 12, and it has an end surface 13a abuttable against a front surface of the snap ring 11. Accordingly, when a pinion 7 is moved to apply impact to the first stop collar 12, the snap ring 11 abuts against a circumferential groove 10 of the output shaft 4, and a front end surface 13b of the second stop collar 13 abuts against an end surface 3a of a housing, thus restricting the movement of the stop collars to thereby disengagement of the snap ring.
