PURPOSE:To require no analog circuit generating a clock synchronizing the time base fluctuation of an input signal and to attain the semiconductor of the entirety of a device by interpolating and obtaining a signal correcting time base fluctuation from a signal sampled by a clock having no time base fluctuation. CONSTITUTION:A reproduced signal including the time base fluctuation is inputted from an input terminal 1. In a clock generating circuit 107, the clock of a constant period having no time base fluctuation is generated. In an AD converter 103, the input signal from the input terminal 1 is sampled by the clock of the constant period generated in the clock generating circuit 107 and converted to a digital signal. In an interpolating circuit 104, based on time error information, a time error corrected signal is interpolated and obtained from the signal digitized in the AD converter 103. The time error corrected signal is conducted to a time error detecting circuit 102 to detect the time error again, the error information is fed back to the interpolating circuit 104, and on the other hand, it is supplied to a DA converter 106 to be converted to an analog signal.
